Meanwhile, 16 U.S. service members were punished—but none will be prosecuted criminally—for involvement in the deadly attack on a Doctors Without Borders hospital in Afghanistan last October.
• Donald Trump claimed his big foreign-policy speech has gotten “wonderful reviews.” It has not.
